Dr. Noah D. Brinley graduated from the Southern California College of Optometry with numerous honors during his tenure. He performed graduate studies on the effect of refractive surgery on visual performance and remains actively involved in the comanagement and follow-up of these cases in the practice. In addition to this specialty, Dr. Brinley's professional interests include hard to fit contacts and the management and treament of eye disease.
Personally, Dr. Brinley enjoys spending time with his wife, Dr. Morad, and their two children. In his spare time, Dr. Brinley enjoys tennis, golf and playing the piano. As a family, they enjoy travelling and attending local attractions.
Both doctors are involved in professional associations and enjoy offering their time in charitable community events. Patients often remark on their unique, personable approach to each examination. Dr. Brinley explains every step of the exam and makes his patients at ease with his thoroughness and caring style. He sees patients of all ages and also sees patients who need prosthetic eye care.
Dr. Morad graduated Summa Cum Laude from the Southern California College of Optometry. Her clinical background is broadreaching in the profession, having had specialized training in Vision Therapy, Ocular Disease Management, and Low Vision Care. Consequently, her interest in the practice are diverse, although she enjoys seeing all primary eye and vision care patients.
Personally, she enjoys spending as much time as possible with her husband, Dr. Brinley, and their two children. In her spare time she enjoys reading and exercising. As a family, they enjoy travelling and attending local attractions.

Dr. Richard Ly is a graduate of Ketchum University where he studied fullscope optometric care. Dr. Ly’s training included travelling abroad to the Naval Hospital in Okinawa, Japan as well as providing treatment to veterans at the nearby Veteran’s Affairs Hospital in Los Angeles. Dr. Ly is board certified in the treatment and management of ocular disease by the National Board of Examiners in Optometry. Additionally, Dr. Ly performs specialty lens fitting, including orthokeratology, for the management of nearsightedness.
Dr.Ballard grew up in Pasadena,CA and attended local universities. He obtained his Doctor of Optometry degree from the Southern California College of Optometry and has obtained advanced training and licensing in therapeutic disease diagnosis and treatment. Dr.Ballard presently resides in Long Beach and serves the community as an arts advocate. He is always ready to discuss his special interests in photography, fine wine and restaurants.
Dr. Ballard unofficially retired in May 2020, but maintains close contact with the practice and is active in the Long Beach community.
The office is closed for lunch between 1PM to 2PM on WEEKDAYS.
